[00:00:01]
UM, UH, 607 THAT'S YOU ALEX, RIGHT.
[Call to Order]
SO WE WILL CALL THIS MEETING TO ORDER.THIS IS ERIC TRANSPORTATION COMMISSION.
SO THIS, UH, MEETING HAS, UM, PRETTY SMALL AGENDA, BUT WE DO HAVE A CITIZENS COMMUNICATION.
SO IF I REMEMBER THE ORDER TO THIS ON THIS AGENDA, WE DO THE, THE MINUTES THEY WOULD DO CITIZENS COMMUNICATION AND THEY'LL DO OLD BUSINESS, UM, IS THAT'S NOT RIGHT.
SOMEONE LET ME KNOW, THAT'S THE ORDER.
[1. APPROVAL OF MINUTES: September 11, 2020 MEETING]
SO THE APPROVAL OF THE MINUTES, I DID NOT GET A MINUTES DOCUMENT.IS THERE SOMETHING CITY HALL HAS THAT THEY CAN PUT ON THE SCREEN TO SHOW THEM THE SEPTEMBER 11TH? AND THEN IT'S CASEY DID EMAIL THEM.
I WAS LOOKING AT THE RIGHT SIDE.
I THINK THEY WEREN'T LIKE SOMETIMES WE GET THEM RIGHT BEFORE THIS MEETING, BUT I THINK THEY WENT OUT PRETTY CLOSE TO JUST AFTER THE LAST MEETING.
I THINK SHE ALSO ATTACHED SOME TO THE EMAIL SHE SENT THIS AFTERNOON THOUGH.
OH, THERE ARE NEW ONES AFTERNOON.
HE SAYS THIS AFTERNOON OR, OH, DOES IT THROUGH ATTACHMENT.
I'M JUST SAYING, ARE YOU ENTERTAINING EMOTION? UH, YEAH.
I WAS HOPING TO LOOK AT THEM FIRST JUST SO I CAN LITERALLY LOOK AT THEM.
UM, DOES EVERYBODY HAVE THOSE PULLED UP? I JUST READ THEM.
MOST AND FOR APPROVAL ONCE YOU'VE FINISHED READING THEM? YEAH, I HAVE.
UM, I HAVE, UM, NOW, UM, WAS THERE ANYTHING ON ANY SHINS AND THAT'S THE STREETS? WE GET A RESOLUTION.
UH, IS THERE A SECOND FOR THE SPOKEN? I'LL SECOND IT FINALLY, THERE WE GO.
UM, ALL OF YOUR RECRUITMENT COMMITTED AND SAY, I CAN'T SEE EVERYBODY ON VIDEO ANYMORE.
UM, I ANY, ANY OPPOSED? ANY ABSTENTIONS? NOPE.
AND THEN, UM, SINCE COMMUNICATION, SO THERE IS ONE PERSON SIGNED UP TO SPEAK, UM, IN CITY HALL, UM, A NEW TEAM.
I DO NOT KNOW WHICH IS THEIR PHONE NUMBER AND I'LL PUT A TIME OR GET A TIMER READY? HELLO? YES, I CAN HEAR YOU.
DO YOU WANNA INTRODUCE YOURSELF? AND WHENEVER YOU ARE READY, I'VE BEEN TALKING ABOUT, HI, THIS IS SUSAN HOWELL AND, UM, I SENT YOU ALL AN EMAIL, A COUPLE EMAILS, ACTUALLY THE LAST ONE WITH THIS AFTERNOON.
AND THANK YOU FOR POSTING THE, UM, DRAFT RESOLUTIONS.
I'M I'M TALKING KIND OF LOUD CAUSE I HAVE TROUBLE HEARING YOU.
ANYWAY, UM, I HAD A COUPLE OF SUGGESTIONS.
ONE IS THAT YOU INCLUDE IN THE RESOLUTION, SOMETHING ABOUT TRANSIT BECAUSE WE REALLY NEED TO INCREASE OUR TRANSIT.
AND, UM, THE C DOES HAVE IMPACT ON TRANSIT WITH, UH, THE DESIGN OF THE ROADS.
ANOTHER SUGGESTION THAT I HAVE IS THAT YOU SUGGEST THAT THE CITY COUNCIL SET UP A COMMITTEE OR WORKING GROUP THAT WOULD MAKE ADDITIONAL RECOMMENDATIONS FOR ACTIVE TRANSPORTATION IN TRANSIT.
SO THAT MOVING FORWARD FROM THE, UH, CLIMATE PLAN THERE, THEY WOULD MAKE ADDITIONAL RECOMMENDATIONS ON HOW TO ACHIEVE, UM, MORE ACTIVE TRANSPORTATION AND TRANSIT.
HAVE YOU NOTICED SOME THINGS TO SAY ABOUT THE AIRPORT? YEAH.
AND THE OTHER THING IS ABOUT THE AIRPORT.
I'M HITTING LOUD NOISES ON MY PHONE.
SO I SAW, I DON'T KNOW IF YOU'RE HEARING THOSE, BUT, UM, THE LAST THING IS ABOUT THE AIRPORT EXPANSION.
THIS THE CITY OWNS THE AIRPORT, THEY'RE PLANNING TO DOUBLE THE SIZE OF THE AIRPORT AND THEN EVENTUALLY QUADRUPLE THE SIZE OF THE AIRPORT, WHICH IS A MULTIBILLION DOLLAR EXPENSE WILL RESULT IN A LOT MORE AIR TRAVEL, LIKE I SAID, DOUBLE AND THEN, AND THEN, SO THOSE EMISSIONS ARE NOT INCLUDED IN THE CLIMATE PLAN.
THE CLIMATE PLAN ONLY INCLUDES EMISSIONS,
[00:05:02]
UH, WITHIN THE CIRCLE AUSTIN WITHIN AUSTIN.SO, UH, I REALLY THINK THAT THE COUNSELORS SHOULD HAVE SOME KIND OF COMMUNITY INPUT, A COMMUNITY MEETING TO ALLOW INPUT ON THE EXPANSION, CONSIDERING THE, THE CLIMATE CHANGE EMISSIONS, BECAUSE IT'S NOT INCLUDED IN A CLIMATE PLAN.
AND WHEN THEY CONSIDERED THE AIRPORT EXPANSION, THEY DIDN'T INCLUDE SITTING CONSIDER THE CLIMATE CHANGE EMISSIONS.
IT JUST FELL THROUGH, THERE IS AN AIRPORT ADVISORY COMMISSION, BUT I LOOKED AT THEIR, UH, THE MINUTES OF THEIR MEETINGS AND ALSO THEIR AGENDAS.
AND THEY, THEY FOCUS SPECIFICALLY ON VERY DETAILED ASPECTS OF HOW THE AIRPORT OPERATES.
SO THEY DIDN'T CONSIDER THE CLIMATE PLAN AT ALL.
SO I FELT THAT YOU WERE THE BEST, UM, COMMISSION TO TRY TO RAISE THIS WITH IT KIND, LIKE I SAID, IT KIND OF FALLS THROUGH THE GAPS AND IT HASN'T BEEN CONSIDERED.
BUT I THINK THAT IF THE COUNCIL HAS, WHICH THE COUNCIL DOES HAVE A GOAL OF A NET ZERO CLIMATE EMISSIONS BY 2040, THAT, YOU KNOW, THEY SHOULD AT LEAST CONSIDER THE IMPACTS OF THIS HUGE EXPANSION OF THE AIRPORT, WHICH ISN'T INCLUDED IN THE ANSWER REQUESTS IF PEOPLE HAVE ANY.
AND I SAID THAT I EMAILED ALL OF YOU WITH SOME DRAFT, UM, SUGGESTIVE LANGUAGE.
SO THANK YOU AND HAVE A PERFECTLY TIME THREE MINUTES.
SO I HAD NOT BEEN THINKING ABOUT THE AIRPORT.
I DON'T JUST AUTOMATICALLY THINK UNDER URBAN TRANSPORTATION.
I THINK YOU RAISE A VERY GOOD POINT THAT IT'S THEIR CLIMATE EMISSIONS, OBVIOUSLY AREN'T BOUNDED IN SOME WAY BY THE AIRPORT.
THEY, THEY FACTOR INTO OUR QUALITY OF LIFE AND ET CETERA, WHEN YOU READ THOSE DOCUMENTS, UM, DO YOU REALLY MEAN THAT THERE'S LIKE NO DISCUSSION OF CLIMATE OR THAT THEY ADDRESSED IN SOME SURFACE WAY WHERE WE MIGHT BE ABLE TO ENHANCE THAT? UM, SO I READ THE CLIENT, I READ THE DRAFT.
YOU STARTED SAYING THAT I READ THE DRAFT.
I READ THE DRAFT, THE WHOLE DRAFT CLIMATE PLAN.
IT DOESN'T MENTION THE AIRPORT SPECIFICALLY AT ALL.
UM, AND THEN I EMAILED WITH, UM, MR. UM, WITH ZACH AND, UM, SO HE EXPLAINED TO ME MORE ABOUT HOW IT'S DONE.
AND HE SAID, THE WAY THAT IT'S DONE IS THEY JUST LOOK AT EMISSIONS ON THE GROUND AT THE AIRPORT, AND THEN THEY HAVE A WAY OF CALCULATING THE EMISSIONS THAT ARE JUST WITHIN THE CITY BOUNDARIES.
WAS THERE ANOTHER PART TO YOUR QUESTION? NO, NO.
THERE WAS A, IF THERE WAS SOMETHING TO BUILD OFF OF, OR IF, I DIDN'T KNOW IF YOU MEANT, LIKE IN A LITERAL SENSE, IT'S JUST NO MENTION OF IT.
OR YOU WERE LIKE, AH, THEY, THEY BARELY MENTIONED IT.
SO IT WAS IT, I DIDN'T KNOW IF IT WAS LIKE A PLACE WE COULD GO LOOK AND ASK THEM TO EXPAND ON IT OR SOMETHING LIKE THAT.
BUT IT SOUNDS LIKE, YEAH, THE AIRPORT EMISSIONS ARE JUST, THEY TALK ABOUT TRANSPORTATION GENERALLY, AND THEN THEY HAVE A LIST OF GOALS AND RECOMMENDATIONS, BUT THE AIRPORT ISN'T EVEN MENTIONED IN THAT AT ALL.
AND IN THE, IN A POWERPOINT PRESENTATION, HE SAID THAT THE AIRPORT WAS ABOUT 1% OF THE TRANSPORTATION EMISSIONS THERE.
UM, BUT IN THE, IN THE REPORT ITSELF, THEY DON'T EVEN DISCUSS IT.
SO I REALLY THINK THAT'S WHY I THINK THERE NEEDS TO BE LIKE A SEPARATE DISCUSSION BY THE COUNCIL BECAUSE I DON'T, THEY'RE NOT GOING TO MAKE A MAJOR REVISION OF THE CLIMATE PLAN AT THIS POINT.
UM, BUT I REALLY THINK IT'S AN ISSUE THAT SHOULD BE CONSIDERED AND THE PUBLIC SHOULD HAVE AN OPPORTUNITY TO PROVIDE THEM.
UM, DOES ANYONE ELSE HAVE OTHER QUESTIONS, UM, OR WE'RE GONNA HAVE TO TAKE THIS UP WHEN WE START TO DISCUSS THE, UM, THE EQUITY, THE CLIMATE CHANGE PLAN.
UM, AND, UM, I, I DON'T KNOW IF YOU HAVE TO STAY ON THE LINE OR NOT, BUT, UM, IF YOU CAN FEEL FREE.
I'LL TRY TO STAY ON THEM WHEN YOU, OKAY.
[2A. OLD BUSINEES Draft 2020 Austin Climate Equity Plan – Discussion and Possible Action Sponsors: Commissioners Davis and Champion]
OKAY.SO NOW WE ARE TOO OLD BUSINESS, UM, DRAFT 40, 20 AUSTIN CLIMATE EQUITY PLAN LISTED FOR DISCUSSION AND ACTION, UM, TO CITY HALL, HAVE THIS, A RECOMMENDATION THAT THEY CAN SHARE ON THE SCREEN.
NOW I'M LOOKING AT IT IN MY WINDOW, BUT
[00:10:01]
I THINK PEOPLE MIGHT WANT TO SEE IT.DO YOU WANT TO TAKE US THROUGH YOUR THOUGHTS AND INTENTIONS? UM, SURE.
YEAH, I'LL JUST, WE WERE REALLY GOOD ABOUT THIS, BUT I'LL JUST REMIND EVERYBODY THAT, UM, YOU KNOW, I HAVE NO SPECIAL OWNERSHIP OF THIS BECAUSE I DRAFTED IT IN TERMS OF ARE ADOPTING IT AND CHANGES TO THE DRAFT.
UM, BUT THERE'S NO SUCH THING AS FRIENDLY AMENDMENTS, BUT, YOU KNOW, FOR, FOR LITTLE WORDING CHANGES, WE CAN ADOPT THOSE BY, UM, CONSENSUS, YOU KNOW, SAVING TIME.
UM, AND UH, OTHER MORE SUBSTANTIVE CHANGES WE'D HAVE TO TAKE A VOTE FOR, UM, THAT SAID, I CAN'T EXPLAIN.
I CAN'T EXPLAIN WHY I INCLUDED THINGS.
UM, I REWATCHED OUR VIDEO, UM, FROM THE SEPTEMBER 11TH MEETING SEVERAL TIMES.
AND, UM, I JUST REALLY TRIED TO FOCUS ON THE POINTS MADE DURING THAT DISCUSSION AND IT'S STILL THEM DOWN INTO A FEW CONCRETE ACTIONS.
SO YEAH, IT'S, IT DOESN'T INCLUDE EVERYTHING WE COULD HAVE SAID ABOUT THE CLIMATE PLAN.
UM, BUT TO A CERTAIN EXTENT, I FEEL LIKE, UH, A SHORTER RESOLUTION WITH JUST A FEW ACTION ITEMS PACK MORE PUNCH THAN SOMETHING THAT'S THAT GOES EVERYWHERE.
UM, AND LIKE I WOULD PERSONALLY PREFER IF, IF WE DID TAKE ACTION ON THE AIRPORT, UH, EXPANSION ISSUE THAT THAT'D BE A SEPARATE RECOMMENDATION.
UM, SO AS NOT TO JUST LIKE CLOUD THIS ONE AND, AND IT JUST DOESN'T SEEM GERMANE TO, TO EVERYTHING ELSE WE HAD DISCUSSED BEFORE.
UM, AND I GUESS IT DOES, LIKE SUSAN MENTIONED, BUT IT DOESN'T REALLY INCLUDE TRANSIT, I GUESS I WAS CONSIDERING TRANSIT UNDER NON-CARBON MODE.
UM, SO WHEN YOU SAY YOU GET TO TRANSIT INTO NON-CARBON MODES, DO YOU NEED TRANSIT THAT'S NON INTERNAL COMBUSTION TRANS LIKE ACTIVE TRANSPORTATION OR, WELL, THAT'S A GOOD QUESTION.
UM, I GUESS I WAS, I TAKE IT BACK.
I THINK I WAS, I DID THINK ABOUT THAT AND I WAS LIKE, NO BUSES AREN'T NON-CARBON.
AND WHAT WE SAID WAS LIKE, LET'S FOCUS ON NON-CARBON MODE, ESPECIALLY BECAUSE WHEN I'M TALKING ABOUT IMPROVING, UH, WE WERE TALKING ABOUT THE VERY LIKE SHORT TERM AUSTIN COULD DO THIS RIGHT NOW IN TERMS OF CONVERTING, UM, ROAD RIGHT OF WAY INTO USABLE SPACES.
UM, YOU CAN DO THAT WITH BIKING AND WALKING.
YOU CAN'T SO QUICKLY DO THAT WITH TRANSIT.
UM, UH, SO, SO HOW DO WE WANT TO DO THIS DISCUSSION? DO PEOPLE WANT IT TO POINT OUT ELEMENTS THAT THEY WOULD LIKE TO TWEAK OR THINGS THAT THEY WOULD LIKE TO ADD, OR MAYBE CLARIFY, AND ONE OF THE, WHEREAS IS IN THOSE RESOLVES, UM, OR TALK ABOUT IT.
I MEAN, IF THERE'S ANYONE, I GUESS THE FIRST QUESTION IS ANY, BUT DO WE NEED A MOTION TO DISCUSS THIS RIGHT NOW? UM, YEAH.
SO I'LL MAKE A MOTION THAT WE DISCUSS.
UM, DON'T MAKE A MOTION TO DISCUSS WHEN WE GET TO ADOPT OR FORGET THE MOTION TO ADOPT.
SO I'LL MAKE A MOTION THAT WE ADOPT, UM, THIS BOARD RECOMMENDATION, UM, AROUND THE AUSTIN CLIMATE EQUITY PLAN.
IS THERE A SECOND? I SEE ALLIE SAM.
SO THEN NOW WE CAN HAVE DISCUSSION, RIGHT? OKAY.
UM, I'LL SAY ONE THING FIRST AND THEN WE'LL GO THROUGH, UH, PEOPLE FOR THEIR DISCUSSION.
UM, I DO THINK THIS CAPTURES A LOT OF WHAT WE TALKED ABOUT AND THAT'S REALLY, REALLY GOOD.
UM, IF I WERE TO MAKE A COUPLE OF SUGGESTIONS, IT WOULD BE, AND I DON'T HAVE THE EXACT WORDING.
IT WOULD BE THAT THE ABILITY OF THE CITY TO MOVE QUICKLY TO DO THINGS CHEAPLY AND WITHOUT A LOT OF,
[00:15:02]
UM, ROADBLOCKS ON THE POND, UH, AS EXEMPLIFIED WHAT HAPPENED WITH THE HEALTHY STREETS IS A MODEL THAT THE CITY COULD USE TO ADDRESS THE URGENCY OF CLIMATE CHANGE.SO I, AND AGAIN, I KNOW THAT THE PLAN DOESN'T HAVE REALLY, UH, SOME LEGAL TEETH TO MAKE THINGS HAPPEN.
SO I DON'T KNOW, I, I THINK THAT HAS PERMISSION TO SAY, LET'S, LET'S TRY AND DO THESE THINGS BECAUSE WE CAN'T REALLY FORCE THIS PLAN.
DOESN'T FORCE ANY CITY DEPARTMENT TO DO IT, BUT AS UTC, I WOULD LIKE US TO SET A HIGH, HIGH GOAL, YOU KNOW, LIKE, YOU KNOW, IT WAS KOSHER SUMMERS WHO SUGGESTED, HEY, LOOK, YOU KNOW, THIS SHOWS THE HEALTHY STREETS SHOW THAT WE CAN JUST, YOU KNOW, UPGRADE THIS RIGHT AWAY FROM CARS ONLY TO CARS AND TO SPLITTING IT CARS AND BIKES AND WHEELCHAIRS AND SCOOTERS AND THAT, AND, UM, I WOULD LIKE FOR THIS RESOLUTION TO EXPRESS THAT URGENCY AND THAT ABILITY TO DO THAT, IF WE SORT OF DECIDE, YOU KNOW, GET OFF MY SOAP BOX FOR A MINUTE, UH, WHO HAS OTHER KIND OF OVERARCHING COMMENTARY I HAVE, I THOUGHT THIS WAS VERY WELL DONE.
AND I DO THINK KELLY THAT IT VERY WELL CAPTURES THE SPIRIT OF THE DISCUSSION AT OUR SEPTEMBER MEETING.
I DO THINK I WOULD LIKE TO SEE TRANSIT INTEGRATED IN THERE, AND I BET THAT WE CAN TWEAK IT IN A COUPLE OF PLACES AND MAYBE GET TRANSIT IN THERE A LITTLE BIT BETTER.
IT IS DEFINITELY THE CASE THAT TRANSIT, UM, ALL OF THE PROJECT CONNECT.
IF WE PASS PROP A, ALL OF THE PROJECT CONNECT PROJECTS WILL ACTUALLY BE, UM, ELECTRIC, UH, ELECTRIC BUSES AND THEY'RE WORKING TOWARDS, I MEAN, CAP METRO, I THINK WILL RAPIDLY BE WORKING TOWARDS AN ELECTRIC THROUGHOUT THEIR, UM, ROLLING STOCK OF BUSES.
AND SO, I MEAN, THAT'S ON THE HORIZON.
OBVIOUSLY BUSES HAVE A PRETTY LONG LIFE CYCLE, SO IT'LL TAKE A LITTLE WHILE, BUT, UM, THIS IS A HUGE PARTY FOR, UH, RANDY CLARK KENT METRO.
SO I THINK THAT'S GOOD, BUT, UM, I DO THINK IT WOULD BE NICE TO LIKE, JUST INTEGRATE SOMETHING ABOUT PROJECT CONNECT IN HERE, MAYBE, UM, OR, YOU KNOW, TRANSIT, LONGTERM TRANSIT PLANNING AS WELL.
I THOUGHT THE GOALS AROUND THAT WERE NOT, NOT VERY AGGRESSIVE AS I EXPRESSED AT LAST MONTH'S MEETING.
AND I WOULD, I WOULD LOVE TO SEE, UM, THOSE BECOME MORE AGGRESSIVE.
I WILL ALSO SAY THAT, UH, SEVERAL, UM, CITIZENS REACHED OUT TO ME AFTER LAST MONTH'S MEETING WHO WERE, UM, SIGNIFICANTLY MORE OPTIMISTIC ABOUT ELECTRIC VEHICLE ADOPTION, UM, AND ALSO ELECTRIC VEHICLE POLLUTION.
AND SO I'VE BEEN READING A LOT ABOUT THAT AND LASTLY, THAT, AND LAST SEVERAL WEEKS, BUT, UM, YOU KNOW, I STILL THINK THAT, UH, WE'RE PUTTING A LOT OF EGGS IN ONE BASKET RIGHT NOW IN THE DRAFT.
LIKE WHAT DO YOU PLAN AS FAR AS ELECTRIC VEHICLE ADOPTION FOR A LOT OF UNKNOWNS? WHEREAS I FEEL LIKE IN SOME WAYS THERE'S MORE KNOWNS WITH THE THINGS THAT, UH, COMMISSIONER DAVIS HAS WRITTEN ABOUT AND THAT WE DISCUSSED, UM, LAST MONTH.
SO OVERALL I THINK THIS IS, I MEAN, I LOVE WHAT YOU WROTE, COMMISSIONER DAVIS, I'M READY, BUT I JUST KIND OF WANT TO MAYBE SEE IF WE CAN INTEGRATE TRANSIT IN THERE A LITTLE BIT.
THANK YOU FOR THOSE IS, UM, UH, ARE THERE ANY OTHER HANDS, ANY OTHER KIND OF OVER OUR TWO COMMENTS? I THINK MR. WEATHERBY, WELL, ONE THING I WAS WONDERING ABOUT IS THERE IS A DIRECT REFERENCE TO THE AUSTIN STRATEGIC MOBILITY PLAN, AND THAT'S CERTAINLY VERY MUCH DETAILS THE TRANSIT ELEMENT OF THINGS THAT, UM, I MEAN, MAYBE IT'S WORTH ADDING IN PROJECT CONNECT, BUT I DIDN'T KNOW IF WE WERE ABLE TO DO THAT BEFORE OR HAD TO WAIT UNTIL AFTER WHEN IS THIS GOING TO BE CONSIDERED BY COUNCIL? I DO NOT KNOW.
I THINK AFTER THE ELECTION, HE SAID, NO.
AND IT'S BEFORE THERE'S A THIRD DAY BEFORE THAT.
SO NOVEMBER 5TH AT THE EARLIEST, I GUESS.
I MEAN, I THINK THE, UH, REFERENCE TO PROJECT CONNECT IS VERY APPROPRIATE AND THERE NUMBER THREE, I THINK THERE'S A, WERE, UH, THE SECOND LINE, THE CITY'S ADOPTED POLICIES.
AND IT WOULD BE EASY TO ADD IN PROJECT CONNECT TO THAT LIST OF ALL ADOPTED ENDORSED IT'S W I ACTUALLY IT'S APPROVED, I GUESS,
[00:20:01]
OR YEAH, YOU CAN SAY ADOPTED AND APPROVED IT.THAT WOULD COVER ALL THE CASES BECAUSE IT SHOWS THE SENTIMENT OF WHAT WE'RE TRYING TO ACCOMPLISH, EVEN IF THAT EXACT TACTIC FALLS THROUGH, LET'S SAY, OKAY.
THAT'S ALL I WAS GOING TO SAY.
I DO WANT TO TALK ABOUT THE AIRPORT AFTER WE'RE FINISHED WITH THIS, I GUESS.
COUNSEL HOST, ARE YOU MAKING CHANGES DIRECTLY AS WE TALK ABOUT THEM? OR DO WE NEED TO CALL THAT OUT SPECIFICALLY AND SAY, PLEASE ADD IN LINE ITEMS, ET CETERA.
THIS IS CASEY I'LL PUT IN THE CHANGES AND GIVE YOU ALL THE FINAL VERSION BEFORE WE UPLOAD.
SO THAT DOES IT JUST TO SUMMARIZE THOSE IN THREE, THAT YOU CHANGED, ADOPTED AND APPROVED POLICIES, AND THEN ADD PROJECT CONNECT, UM, THERE AT THE END, I GUESS, JUST TO LEAVE IT AS IT IS AND AUSTIN COMMUNITY CLIMATE PLAN, COMMA, AND PROJECT CONNECT.
UM, ARE THERE OTHERS WHO HAVE OVERALL STATEMENTS OR WANT TO GET INTO DIRECT SPECIFICS? UM, OKAY.
WELL, I DO WANT TO ADD A VERY SMALL AND I'LL SEE IF I LOST.
I WANT TO LITERALLY CALL OUT E-BIKES.
SO IF IT'S AN ITEM ONE, I, I, I WOULD LIKE TO ENUMERATE THE KINDS OF NON-CAR TRAVEL.
SO IF THIS SEEMS LIKE THE RIGHT PLACE TO DO SO, DRIFT OFF THE SUSTAINABILITY DIVIDE, BLAH, BLAH, BLAH, ESTABLISH YOU GUYS GOALS HAVE A LOT INFRASTRUCTURE DEDICATED TO NON-CAR TRAVEL SUCH AS, UH, BICYCLES, EBIKES, SCOOTERS, WHEELCHAIRS, WALKING, STROLLERS.
IT'S A, IT'S A BROAD LIST THAT WE'D USED ELSEWHERE, BUT IT KIND OF COVERS A LOT OF CASES, BUT JUST TO SHOW THAT THERE ARE MANY, MANY THINGS BESIDES CARS THAT THE PUBLIC SPACE COULD BE USED FOR.
WHEN WE TALK ABOUT THE HEALTHY STREETS WE HAD, WE HAD THAT DENTIST, CAN WE INCLUDE TRANSIT IN THAT? OH, UM, I WASN'T THINKING THAT, BUT I'M CERTAINLY NOT OPPOSED TO THAT.
I WAS JUST TRYING TO SPECIFY THE NON-CARBS, BUT I GUESS I WASN'T THINKING, YOU KNOW, BUSES, TRAINS, YEAH.
BUSES, TRAINS, BICYCLES, MINI BIKES, UH, STROLLERS, WHEELCHAIRS, PEDESTRIANS.
SO IS IT, I THINK WHEN YOU LIST IT OUT LIKE THAT, IT'S, THERE'S A LOT OF THINGS, YOU KNOW, WE SPEND SO MUCH MONEY ON CARS, BUT THERE'S A LOT OF OTHER THINGS.
SO, UM, UM, KELLY DAVIS, ARE YOU GOOD WITH ADDING THAT OR I GUESS DIRECT, DIRECT IN CASEY TO ADD THAT, I GUESS TECHNICALLY, UM, IT'S, IT'S REALLY UP TO THE WHOLE COMMISSION.
UM, I THINK IT'S, IT DOESN'T SOUND LIKE ANYONE HAS A PROBLEM WITH THIS.
SO, UM, WE CAN JUST, WE CAN SAY FROM, WE ADOPT THIS BY CONSENSUS AND ALL RIGHT.
SO WHEN WE ADOPT, ADOPT A NUMERATED LIST OF THOSE SIX OR SEVEN THINGS THAT YOU'RE LISTING HERE IN A SECOND, UM, FOR THE END OF RESOLVE STICK, NUMBER ONE, ANY OPPOSED? OKAY.
I THINK THAT'S INS WOULD SAY
UM, INFORMATIONAL, LET PEOPLE KNOW THERE ARE LOTS OF THINGS, UH, COMMISSIONER, WHETHER THEY DO WANT TO TALK ABOUT THE AIRPORT AND YOU WANT TO TALK ABOUT IT IN TERMS OF HOW TO INTEGRATE IT INTO HERE OR AS A DEF A DIFFERENT PROPOSAL.
YOU KNOW, I REALLY DON'T CARE EITHER WAY, BUT I DO THINK IT IS A MAJOR IMPACT, YOU KNOW, HAVING BEEN INVOLVED IN AN REGION WITH A BIGGER AIRPORT, UH, IT WAS VERY MUCH, AND ALSO THE DALLAS FORT WORTH AREA WAS A NON ATTAINMENT AREA.
SO IT WAS REALLY IMPORTANT TO STAY WITHIN THAT, UH, TO LIMIT THAT, TO BE ABLE TO MOVE FORWARD.
BUT IT WAS, UH, A REALLY, UH, BIG EMPHASIS OF THE AIRPORT TO DO, TO DIMINISH ALL OF THEIR, UM, AIR QUALITY IMPACTS ON THE GROUND AS WELL.
SO THEY HAD EVERY SINGLE AIRPORT VEHICLE ON THE AIRPORT THAT WAS ELECTRIC OR NATURAL GAS, UH, EVERY SINGLE VEHICLE,
[00:25:02]
UH, AS WELL AS DURING CONSTRUCTION.AND THERE WERE LIMITS PLACED, UH, THAT ALL HAD TO BE MODELED OUT AS WELL.
SO IF WE'RE GOING TO GET INVOLVED IN A MAJOR CONSTRUCTION, UH, IMPROVEMENT PROJECT, THERE NEEDS TO BE, UH, A PLAN THAT ADDRESSES MINIMIZING THE, UH, AIR QUALITY IMPACT OF THAT, UH, CONSTRUCTION.
AND I DON'T KNOW IF THAT'S SOMETHING THAT WE'RE PREPARED TO ADD TO THIS OR NOT, BUT, UH, LOOKING AT THE IMPLICATIONS OF, UH, INCREASED, UH, AIRPORT TRAVEL AND EXPANSION OF THE AIRPORT AND THE IMPACT ON THE ENVIRONMENT.
I MEAN, I THINK IT'S A GOOD POINT IF, UM, I THINK THERE'S TWO GOOD POINTS OF MADE JUST BRINGING UP THE AIRPORT GENERALLY, WHICH HAD NOT OCCURRED FROM THE SIDE.
SO I THINK THAT IS, BUT ALSO KEEPING ENOUGH FOCUS THAT IT DOESN'T LOOK LIKE WE'RE THROWING EVERYTHING AT THE KITCHEN SAYING THAT PEOPLE DIDN'T HAVE THE SORT OF DO THIS.
SO IS IT POSSIBLE, DO PEOPLE THINK TO ADD ONE, WHEREAS, AND ONE IS ALL IN THAT WOULD NOT BE DILUTED OR PEOPLE, I DON'T KNOW IF YOU'VE, IF YOU'VE LOOKED AT WHAT SUSAN SENT IN, BUT SHE HAS SOME OPTIONS, UM, THAT WE COULD JUST DRAFT FROM THE DIET RIGHT HERE.
AND WE COULD SAY, LET'S MAKE ANOTHER ONE, ANOTHER RECOMMENDATION THAT SAYS, UM, WE HAVE A RECOMMENDATION ABOUT DEALING WITH THE AIRPORT EXPANSION.
UM, SO THERE IS THIS ONE PART OF THE CLIMATE PLAN, RIGHT? GOAL NUMBER THREE IS REDUCE THE EMBODIED CARBON FOOTPRINT OF BUILDING MATERIALS USED IN LOCAL CONSTRUCTION BY 40%.
WOULD THE AIRPORT COUNT AS 40%? WOULD THAT BE LIKE MAYBE AN AREA OF THE CLIMATE PLAN WE COULD TARGET TO INCLUDE THE RECOMMENDATION FOR? I DON'T KNOW IF THEY'RE A DIFFERENT, DOES THE CITY OF AUSTIN AND I'M ASKING THIS EVEN HAS AN ANSWER, DOES THE CITY OF AUSTIN THAT HAVE THE AUTHORITY OVER THE AIRPORT IN THAT WAY? ANYBODY KNOW? I MEAN, THEY OWN IT.
SO BIG ACID, BECAUSE THERE WAS DISCUSSION EARLIER OF CITY BOUNDARIES MAYBE SAID, YEAH.
SO, UM, I THINK WHAT WE SHOULD DO IS IF YOU, IF YOU DO WANT TO KNOW IF PEOPLE WANT TO INCLUDE IT, MARIO, YOU CAN, ALTHOUGH YOU DON'T HAVE TO, UM, NOBODY HAS TO MOVE TO AMEND IT, TO INCLUDE THE AIRPORT STUFF AND, AND HAVE A SECOND AND TAKE A BOAT ON IT.
OR NO ONE COULD MAKE THAT MOTION.
AND WE COULD JUST, UM, PICK IT UP AFTER WE TAKE A VOTE ON THIS.
I DO THINK THAT'S ACTUALLY A LITTLE EASIER AND GIVES IT A LITTLE MORE POWER BECAUSE THEN IT IT'S, THERE'S TWO THINGS IT'S NOT GETTING DILUTED HERE.
ONE FIFTH OF IT IS THAT'S ABOUT THE IMPORTANCE.
IT'S A WHOLE THING OF IT'S IT'S, IT'S, IT IS ACTUALLY ASKING REALLY FOR PEOPLE TO START THINKING ABOUT IT AND IT'S NOT ASKING FOR A MAJOR OVERHAUL.
UM, I PREFER THAT WE DO IT AS A SEPARATE, A SEPARATE RECOMMENDATION THAT WE JUST DRAFTED THE DINOSAUR.
IF THERE'S NO OBJECTION TO THAT, LET'S GO WITH THAT PLAN.
IF THERE IS OBJECTION TO DISTRICT, I CERTAINLY DON'T OBJECT.
I DO HAVE ONE OTHER TERMINOLOGY THING THAT I JUST THOUGHT ABOUT THROUGHOUT THIS.
ALL THE REFERENCES ARE TO NON-CAR TRAVEL.
AND I'M WONDERING IF IT SHOULD BE MOTOR VEHICLE RATHER THAN JUST CAR.
WHAT DOES SHE MEAN IT TO ONLY BE CAR WHAT'S CAPTURED IN MOTOR VEHICLE OR TRUCKS, TRUCKS, TRUCKS DELIVERED VEHICLES.
I THINK THAT I REALLY DON'T THINK THAT CITY COUNCIL IS GOING TO READ OUR RECOMMENDATION AND SEE CARS AND SAY, OH, UTC IS JUST WANTING TO PRODUCE CARS AND SUVS AND VANS.
SO I'M NOT, NOT, I HEAR YOUR POINT, BUT I THINK, UH, IN THESE CONVERSATIONS, CARS CAN BE A SPECIFIED TERM OR CAN BE A BROADER TERM.
I FEEL LIKE I'M A LAWYER, KELLY, YOU CAN STEP UP HERE TOO, BUT I'M STARVING.
BUT, UM, I HEAR WHAT YOU'RE SAYING.
I, YOU KNOW, THAT'S GOING TO BE A LOT OF CON YOU KNOW, CONTROL.
F'S THERE FOR CASEY, BUT IF WE FEEL THAT IT'S IMPORTANT TO DO, BUT WHEN YOU GET INTO LEGISLATION AND REGULATION, MOTOR VEHICLES,
[00:30:03]
AND IT JUST HIT ME WHEN I WAS READING THAT I'LL MAP OUT A BIGGEST SPECIFIC PROPOSAL.UH, I THINK IT WOULD SET THE FRAMEWORK IF THE, UM, SECOND, WHEREAS PRIVATE CARS WITH TRUCKS, YOU JUST CHANGED THE PRIVATE MOTOR VEHICLES.
AND THEN LATER ON WHEREVER IT SAYS CARS AND TRUCKS.
SO RATHER THAN REPLACING ALL OF THEM TO THE PLACE, THE OPENING ONE, AND THEN THAT, THAT SETS THE FRAMEWORK.
IS THERE A, IS THERE A CONSENSUS FOR THAT SECOND, WHEREAS WHEREVER, ROUGHLY 600,000 FOSSIL FUELS, PRIVATE CARS AND TRUCKS ARE ON THE ROAD, WOULD YOU CHANGE THAT DEPARTMENT MOTOR VEHICLES? AND THEN THAT MIGHT SAY SOME OTHER SLICE AND DICE ACTION.
IS THAT A, IS THAT WORK FOR YOU COMMISSIONER WEATHERBY? SURE.
UH, YOU KNOW, UH, LOOKING AT THAT AGAIN, I DON'T KNOW THAT WE'VE DIVIDED OUT PRIVATE.
I MEAN, THERE ARE A LOT OF VEHICLES ON THE ROAD THAT AREN'T PRIVATE.
NO, THERE'S A LOT OF GOVERNMENTAL OWNED CARS AND TRUCKS.
I DON'T KNOW WHERE I GOT THAT FROM THAT WHY I SPECIFIED PRIVATE EYE.
I'VE NEVER SEEN ANY REPORTS, THIS KIND OF DATA THAT SEPARATES OUT PRIVATE VERSUS GOVERNMENT OWED.
SO I THINK THAT'S PROBABLY WHERE COMMISSIONER DAVIS GOT IT FROM.
THAT DOES, HEY, THIS IS EMILY SMITH SPEAKING.
SO FAR I'VE BEEN DIALED IN ON THE AUDIO ONLY I'M, I'M SWITCHING OVER TO JOINING MY COMPUTER SO THAT I CAN SHARE MY SCREEN AND MAKE THESE LINE EDITS IN A WORD DOCUMENT WITH TRACK CHANGES, BECAUSE AS SWEET AS IT IS FOR CASEY TO OFFER, TO JUST TAKE NOTES AND DO IT LATER, I'M UNCOMFORTABLE WITH THAT.
AND I DON'T THINK THAT IS REALLY ACCESSIBLE.
SO I WANT YOU ALL TO EVERYONE TO HAVE THEIR EYES ON WHAT THEY ARE ADOPTING IN THE MOMENT AND NOT EXPECT THE LIAISON TO GO EDIT THAT IN LATER.
SO JUST GIVE ME LIKE 30 SECONDS OR SO TO GET IN, UH, IN THE, I'M ALREADY IN THE MEETING ON MY COMPUTER, BUT LET ME SWITCH MY AUDIO OVER AND THEN START SHARING MY SCREEN.
AND WE MIGHT HAVE TO GO BACK AND ADD IN A COUPLE OF THINGS WE'VE ALREADY DONE, BUT I FEEL STRONGLY THAT IT SHOULD BE DONE IN THE MOMENT.
SO IF YOU'RE DOING THAT, WE CAN STILL KEEP TALKING.
SO I WOULD PREFER TO KEEP IT HOW IT IS BECAUSE I LIFTED THAT STRAIGHT FROM THE, WHAT THE CLIMATE EQUITY PLAN SAID.
AND I THINK THAT IS INTERESTING.
UH, LIKE IT IS A SIGNIFICANT, UM, POINT THAT WE'RE TALKING ABOUT PRIVATE CARS AND TRUCKS, BECAUSE THE ELECTRIFICATION OF THE CITY'S FLEET IS LIKE SOMETHING DIFFERENT, BUT WE'RE NOT EVEN TALKING ABOUT, SINCE YOU CAN DO THAT MORE EASILY THAN WE CAN GET 600,000 PEOPLE TO BUY ELECTRIC CARS YET THE NEXT SQUARE IT HAS, DOESN'T HAVE PRIVATE IN IT.
SO, YOU KNOW, MAYBE THEY'VE BEEN IN PRECISE IN THE WAY THEY'VE REFERENCED IT AS WELL IN THE PLAN.
I'M SEEING THE SAME INTERCHANGEABILITY OF THE PHRASES IN THE PLANNING, EVEN IN THE SAME PARAGRAPH.
SO, WELL, THEY JUST DIDN'T HAVE A GREAT EDITOR.
WELL, CARS AND TRUCKS, WE COULD CHANGE TO MOTOR VEHICLES.
I WOULD KEEP PRIVATE IN THERE.
[00:35:05]
HEY, CAN Y'ALL HEAR ME? SO EMILY, YOU CAN, YES.YOU'RE SO SMALL ON THE CORNER OF MY SCREEN.
I'M SHARING THE WORD DOCUMENT.
UM, AND I NEED Y'ALL TO, TO RUN IT.
TELL ME EVERY EDIT THAT NEEDS TO BE REFLECTED.
THIS IS NATHAN AT CTM CITY HALL.
UH, RIGHT NOW, JUST TO LET YOU KNOW, I THINK, UM, THE WEBEX APPLICATION IS KIND OF GLITCHING OUT A LITTLE BIT AND, UH, THE DOCUMENT IS COMING IN AND OUT.
IT'S KIND OF BEING GRAYED OUT WITH A LITTLE STATICKY SCREEN.
SO NO, IT DID COME BACK UP FOR ME THOUGH.
UM, I THINK IT MAY BE WHEN YOU'RE ZOOMING IN AND OUT.
THERE'S ON THE LEFT HAND SIDE OF OUR SCREEN.
THERE'S A MAGNIFYING GLASS AND YOU CAN ZOOM IT IN YOURSELF THAT MIGHT WORK BETTER AS, UM, THAT WORKS.
LET'S TRY AND GET THESE EDITS IN.
I DON'T KNOW IF WE HAVE A SIX 30 CUTOFF FOR A HOUR AND A HALF, BUT LET'S SEE IF WE GET THESE EDITS IN.
SO I THINK WE DECIDED THAT, UH, FOSSIL FUEL BURNING PRIVATE CARS AND TRUCKS WAS USED IN THE CLIMATE PLAN AND KIND OF INTERCHANGEABLY.
SO WE WON'T PUT ANY GREAT KIND OF LEGAL WEIGHT ON IT AND IT WAS LEAVE IT AS IS SO THAT PART, AND THEN JUMPED DOWN TO THE RESOLVES AT THE BOTTOM.
AND NUMBER ONE, WE HAD DECIDED TO, UH, ENUMERATE A BUNCH OF OPTIONS FOR NON-CAR TRAVEL.
SO IF YOU GO TO NON-CAR TRAVEL COMMA, INCLUDING BUSES, TRAINS.
SO WHY DON'T WE JUST SAY TRANSIT WELL, BECAUSE THE GOAL WAS TO LIST ALL THE THINGS THAT ARE NOT CARS THAT, UM, THAT THE EQUITY PLAN CAN, UM, ESTABLISH AGGRESSIVE GOALS FOR SORT OF GETTING PEOPLE ONTO BUSES, ONTO TRAINS AT THE BIKES AND E-BIKES SCOOTERS AND WHEELCHAIRS.
I FORGOT WHAT I WAS FRIENDS, BUT YEAH.
WELL, WHAT DO WE MEAN? WHAT DO WE REALLY MEAN BY TRAINS THOUGH? YOU MEAN, DO YOU MEAN LIGHT RAIL OR JUST LIKE, I'M GOOD WITH THAT GROUND.
I WAS JUST TRYING TO LIST A BUNCH OF THINGS THAT ARE NOT CARS.
UM, WELL IT'S JUST THAT LIKE TRAINS DO LIKE, ARE VERY, UM, CARBON PRODUCING.
LIKE IF WE'RE TALKING ABOUT AMTRAK OR SOMETHING.
I THINK WE'RE TALKING ABOUT THE WHATEVER PROJECT CONNECT IS TALKING ABOUT.
I DON'T KNOW IF THEY'RE ELECTRIC OR NOT LIGHT RAIL.
LIKE LIGHT RAIL, NOT JUST OTHER TRAINS, SO BIKES, UH, ELECTRIC BIKES, SCOOTERS, WHEELCHAIRS.
YEAH, I DID ON NUMBER THREE WHEN YOU WANT US TO HAVE THE PROJECT CONNECT, SO, YEAH.
AND I THINK THAT'S WHERE WE WERE.
HOW DID YOU MAKE A GOOD POINT TO ASK NOW? ARE THERE OTHER MAJOR DISCUSSIONS OR ARE WE READY FOR A VOTE? I'M NOT SEEING ANY HANDS OF HAND ANYBODY.
SO KELLY, DO I CALLED? I FORGOT TO DO I HAVE TO USE THE PHRASE SHOULD TAKE THIS TO A VOTE OR CAN WE JUST, CAN I JUST DO THE ALL IN FAVOR, SAY AYE KIND OF THING.
IT'S GOING TO BE EASY TO RAISE YOUR HAND.
THAT LOOKS LIKE, OH, I CAN'T SEE A THING AT THE END.
[00:40:01]
SORRY.AND IS ALEX, HEY ALEX, ARE YOU STILL ON THE LINE? YES.
DO YOU EVER TAKEN A VOTE? YOU WANT TO SAY AY OR NAY? ALRIGHT.
UM, SO I GUESS I REALLY NEED TO SAY, UM, EXTENSIONS OR NAYS.
SO APPROVED UNANIMOUSLY OR WELL OF EVERYBODY WHO'S PRESENT.
UM, SO A RELATED ITEM NOW THAT WE CAN START IS, DO WE WANT TO TAKE THE, PERHAPS THE WRITING SENT TO US BY SUSAN AND START THERE WITH AN QUICK AIRPORT? UM, ONE THAT IS BASICALLY THERE'S TWO, WHEREAS IS, AND THEN A RESOLVED.
I HAVE NO PROBLEM WITH THAT AS IS, UM, I GUESS EMILY, DO YOU HAVE A COPY OF THIS EMAIL? UH, WHAT EMAIL? I WAS FACE UP, THERE'S AN EMAIL FROM A CALLED CLIMATE PLAN COMMENTS.
I'M GOING TO FORWARD THIS TO LOST MY MONITOR BECAUSE GOT TO VISIT THE NOW.
UM, I CAN'T, UH, LET ME JUST COPY THIS ON ONE SECOND.
IF YOU, IF YOU CHECK YOUR EMAIL, EMILY, YOU SHOULD HAVE, UM, TWO, WHEREAS HIS AND, UH, BE IT RESOLVED.
BUT DID, DID, DID I MISS THE THING, DID Y'ALL JUST VOTE TO APPROVE THIS.
WE DID VOTE TO APPROVE THIS AND WE HAD DISCUSSED EARLIER, WHICH MAYBE YOU MISSED THAT WE WERE GOING TO TALK ABOUT THE AIRPORT IN ITS OWN FROM THE DAYAS RECOMMENDATION, RATHER THAN TRYING TO INTEGRATE IT INTO HERE, BECAUSE IT'S KIND OF A DIFFERENT, UH, I MEAN IT'S RELATED, THIS IS A SECOND RECOMMENDATION.
LET ME OPEN UP AND LET ME STOP SHARING THIS DOCUMENT.
PLUG THAT LANGUAGE WITH THE NEW LINE AND SHARE THAT.
SO GIVE ME, DO WE HAVE A MOTION ON THE TABLE? ARE YOU MAKING A MOTION, MARIO? YEAH, I THINK I WAS JUST SENDING THAT.
I WAS JUST SORT OF SENDING HER THE INFORMATION AND THEN WHAT SHE SAYS, SHE HAS IT, THEN WE'LL MAKE A MOTION.
YOU WANT TO MAKE IT THIS, AND WE WANT TO MAKE A MOTION ABOUT THE AIRPORT OR I HAVE SOME COMMENTS, BUT I'LL WAIT.
UH, ANYBODY WANT TO MAKE THAT MOTION COMMISSIONER? WHETHER IT BE, OR IT'S HARD TO KNOW WHAT, WELL, IF YOU WANT TO HAVE IT SEPARATE AND HOW YOU ADDRESS IT, THAT, YOU KNOW, IF THEY, IF IT'S NOT BEEN INCLUDED AT ALL, UM, I THINK THE REAL ISSUE IS TO HAVE THEM CONSIDER IT.
I DON'T KNOW THAT WE'RE TO THE POINT OF SAYING EXACTLY WHAT THE RECOMMENDATION IS.
WELL, AND THAT'S WHAT IT SHOW UP HERE IN A MINUTE, UNLESS YOU SAW THE EMAIL, I THINK ALLEYS TAKE OF CONNECTING IT THROUGH CONSTRUCTION AND TALKING ABOUT THE CLIMATE PLANS, UH, DISCUSSION OF CONSTRUCTION IS, UM, KEEPING THE AGENDA FOR SURE.
ALL RIGHT, SO I'LL MAKE A MOTION JUST, UM, SO I MAKE A MOTION THAT, UH, UTC ADOPT THE RECOMMENDATION TO INTEGRATE DISCUSSION OF THE AIRPORT EXPANSION INTO THE CLIMATE PLAN.
UM, THEN WE CAN HAVE A DISCUSSION WHENEVER EMILY GETS HER DOCUMENT UP, OR DO YOU HAVE A, ANOTHER WINDOW? PEOPLE HAVE THE, UM, THE EMAIL WITH SOME SUGGESTED LANGUAGE.
UM, MY ONLY ADDITION TO THE LANGUAGE IT'S ON HERE WOULD BE TO SAY, WHERE'S THE, SOMETHING AROUND THE DRAFT EQUITY PLAN TALKS ABOUT, UM, WHERE YOU WOULD, YOU MENTIONED THE ALLEY, THE, IF YOU HAVE THAT WORD STRATEGY NON-CARBON CONSTRUCTION, OR HOW DID IT GO? YEAH.
SO IT'S IN THIS SECTION, SUSTAINABLE BUILDINGS, UM, WHICH STARTS ON PAGE 42 OF, FOR EVERYONE TO FOLLOW ALONG AT HOME.
UM, THERE'S GOAL NUMBER THREE,
[00:45:01]
WHICH IS MY INTEREST.IT SAYS BY 2030, REDUCE THE EMBODIED CARBON FOOTPRINT OF BUILDING MATERIALS USED IN LOCAL CONSTRUCTION BY 40% FROM A 2020 BASELINE.
UM, AND IT INCLUDES SOME STRATEGIES, UM, LEAD BY EXAMPLE, THROUGH DESIGN AND CONSTRUCTION STANDARDS, WHICH I FEEL LIKE CONSTRUCTION STANDARDS MAY INCLUDE LIKE A REVIEW OF, UM, ENVIRONMENTAL IMPACTS.
UM, THERE'S STRATEGY, THREE EDUCATED STAKEHOLDERS ON MATERIALS, BEST PRACTICES, UM, STRATEGY FOR SIM STIMULATE DECARBONISATION WITH LOCAL PRODUCERS.
SO DO YOU THINK YOU CAN CONDENSE A GOOD SENTENCE FOR ONE MORE, WHEREAS A, THAT SAYS SOMETHING LIKE ALONG THE LINES OF WHERE'S THE DRAFT EQUITY CLIMATE PLAN TALKS ABOUT CONSTRUCTION.
I WANT TO ADD SOMETHING TO THAT.
SO IF THAT'S, IF THAT'S A GOAL GOAL BY 2030, IT'S NOT GOING TO BE TOTALLY APPLICABLE TO THIS AIRPORT EXPANSION THAT'S SUPPOSED TO BEGIN IN THE FIRST COUPLE OF YEARS.
SO WE WOULD PUT, I DON'T KNOW, LIKE FURTHER EXPANSION BECAUSE YOU THINK THAT THE EXPANSION WILL BE FINISHED AND THE EXPANSIVE WILL BE FINISHED BEFORE THIS, THIS KICKS IN.
IS THAT SORT OF YOUR CONCERN, THE EXPANSION THAT'S BEING PLANNED RIGHT NOW? YEAH, I'M SURE THERE WILL BE MORE, UH, YEAH, I ACTUALLY DO NOT KNOW WHEN THE CONSTRUCTION WOULD LITERALLY START ON THE AIRPORT, ESPECIALLY GIVEN PANDEMIC AND REDUCED TRAVEL AND ET CETERA.
AND THIS MIGHT BE SOMETHING THAT GOES ON HOLD FOR TWO YEARS OR THREE YEARS OR SIX MONTHS.
UM, BUT I WANTED TO GO BACK TO COMMISSIONER, WHETHER IT BE QUESTION, CAUSE I DON'T KNOW, YOU LIKE HAVE THE EMAIL PULLED UP, BUT I DO THE CURT CURRENTLY THE ONLY RESOLVE IS TO ASK FOR A PUBLIC HEARING.
SO I DON'T HAVE THE OPERATIONS TO, I MEAN, IT'S NOT JUST EXPANSION AND MAYBE OPERATIONS DO REPRESENT THIS AND WE JUST, I JUST DON'T KNOW IT.
MAYBE IT'S THE ELECTRIC ELECTRIFIED VEHICLES PROGRAM, BUT IT IS SO WE COULD SAY EXPANSION OPERATION AND CONSTRUCTION.
AND I WOULD, SO EMILY, IF YOU'RE TAKING NOTES YES, REALLY, REALLY QUICKLY THOUGH.
SO I HAVE THIS DRAFT RECOMMENDATION PULLED UP, I'M READY TO MAKE NOTES OF AMENDMENTS THAT YOU'LL MAKE TO IT BEFORE YOU CONSIDER APPROVING IT FROM A ROBERT'S RULES.
POINT OF ORDER STANDPOINT, I WANTED TO CHECK IN WITH THE CHAIR AND THE PARLIAMENTARIAN.
I'M CONFUSED BECAUSE I WAS DISTRACTED TRYING TO GET THIS PULLED UP ON MY SCREEN, BUT I'M PRETTY SURE I HEARD A MOTION TO BE ADOPTED.
AND IT SOUNDED LIKE IT WAS A SEPARATE MOTION FROM THE CONSIDERATION OF THIS RECOMMENDATION.
UH, BUT I THINK MAYBE IT WAS INTENDED TO BE A MOTION TO APPROVE THIS RECOMMENDATION.
BUT TO ME IT SOUNDED LIKE A STANDALONE MOTION THAT WAS ADOPTED.
AND SO I JUST WANT TO KNOW IF I MISSED SOME ACTION THAT CASEY AND I ARE GOING TO NEED TO MAKE SURE IT'S CAUGHT IN THE MINUTES OR IF I MISUNDERSTOOD WHAT JUST HAPPENED.
UM, THE INTENTION BEHIND MY I MAKE A MOTION WAS THAT WE ADOPT A NEW RECOMMENDATION CENTERED AROUND THE AIRPORT AND THE, UH, DRAFT CLIMATE PLAN.
AND THEN THAT IS THIS DOCUMENT AND THEN IT WAS SECONDED.
AND THEN WE WERE DISCUSSING, UM, HOW TO INTEGRATE IT TO THE CLIMATE PLAN, WHICH THERE'S, I THINK MAYBE ALLIE MIGHT BE WORKING ON AS A NEW, WHEREAS THAT REFERENCES THAT CLIMATE PLANS, CONSTRUCTION CENTRIC, UM, PAGE 42.
AND SO THERE'LL BE AWARE OF, THEN I INSIST THAT THIS BE REFLECTED IN AND WHAT I'M SHARING, YOU KNOW, BEFORE, UH, BEFORE ACTION IS TAKEN.
I JUST DON'T WANT THERE TO BE ANY CONFUSION ABOUT WHAT EXACT LANGUAGE IS BEING VOTED UPON.
WE DIDN'T, WE DIDN'T VOTE ON THE OTHER ONE BEFORE THE FINAL ONE.
SEE, I WAS LISTENING CAUSE I WAS MESSING WITH MY COMPUTER TO MAKE SURE, OKAY, WE'RE HERE NOW.
UM, WHAT, WHAT SHOULD THE TITLE BE AND WHAT AMENDMENTS, UM, NEEDS TO BE MADE? AND CAN I HAVE A SECOND I'D JUST TO KIND OF MAKE SOME GENERAL REMARKS, I'M A LITTLE UNCOMFORTABLE WITH ALL OF THIS BECAUSE I HADN'T UNTIL SEEING THE EMAIL, UM, LAST MONTH WE DIDN'T REALLY HAVE A LOT OF QUESTIONS OR DISCRETION
[00:50:01]
OF THE AIRPORT.AND UM, SO I'M A LITTLE NERVOUS ABOUT, UM, I MEAN THE RECOMMENDATION IS PRETTY MILD, RIGHT.
UM, I AM DEFINITELY CONCERNED ABOUT CARBON FROM AIRPORT TRAVEL.
I THINK THAT THE AIRPORT EXPANSION, WHAT I THINK ABOUT AIRPORT EXPANSION, I DON'T KNOW.
IT'S A LITTLE COMPLICATED, BUT LIKE RIGHT NOW I I'M A LITTLE NERVOUS ABOUT THIS BECAUSE IT FEELS SO LOW INFO ON IT.
I'M LIKE, WE DON'T KNOW ABOUT LIKE, WE'RE JUST TALKING ABOUT THEIR FLEET AND WHAT IS INCLUDED.
I, YOU KNOW, MY IMPRESSION IS THAT THE AIRPORT IS A CITY THING AND SO MOST OF IT, THEY FOLLOW MOST OF THE CITY POLICIES.
BUT, UM, UH, AND I KNOW THERE'S BEEN SOME INTERESTING THINGS AT CITY COUNCIL WITH THE AIRPORT AND IN THE RECENT PAST, BUT, UM, I DON'T KNOW.
I'M JUST A LITTLE, UM, I FEEL LIKE I'M FLYING, FLYING, FLYING BY, ON THIS AIRPORT, UH, AIRPORT QUESTION A LITTLE BIT.
UM, I'M CERTAINLY VERY SUPPORTIVE OF GETTING THEM TO BE MORE CLIMATE FRIENDLY.
UM, I JUST, I, I DIDN'T FEEL ALMOST TOO LOW DATA TO, TO VOTE ON THIS RIGHT NOW, TO BE HONEST.
I, UM, SO ANYWAY, THAT'S JUST WHAT I WANTED TO SAY.
I'M NOT QUITE SURE WHAT I'M GOING TO DO YET, BUT, UM, I'M JUST A LITTLE NERVOUS ABOUT IT.
THAT I WOULD SAY HIGHLIGHT KIND OF YOUR INITIAL SENTENCE.
YOU WERE BASICALLY ASKING THEM TO TAKE SOME EFFORT TO MAKE SURE THAT THE AIRPORT CONFORMS TO WHATEVER THE CLIMATE PLAN SAYS.
UM, I THINK SUSAN'S, UH, INSIGHT, WHICH I DON'T KNOW ENOUGH ABOUT IT TO BE IF IT'S, IF IT'S ACCURATE OR NOT, IS THAT THERE IS THIS GAP BETWEEN TWO'S ACTUALLY LOOKING AT THIS AND WHETHER THE AIRPORT COMMISSION LOOKS AT THIS AND THEY DON'T AND WHETHER SOME OTHER COMMISSION DOES AND IT SEEMS THEY DON'T.
SO SINCE WE'RE DISCUSSING THE CLIMATE PLAN AND TRANSPORTATION AND THE TRANSPORTATION INCLUDES CONSTRUCTION, IS IT OKAY FOR US TO WEIGH IN AND SAY, HEY, REMINDER, THE AIRPORT SEEMS TO BE SLIPPING THROUGH.
SO TAKE IT, TAKE A SECOND LOOK AND MAKE SURE IT CONFORMS TO WHAT THE CLIMATE PLAN IS SAYING TO ME, THAT'S THE, THAT'S THE INTENTION.
UM, SO THAT'S THE PART I'M COMFORT WITH, AS OPPOSED TO SAYING, DO X, Y, OR Z ABOUT THE AIRPORT.
IF THAT I WOULD DEFINITELY NOT BE COMFORTABLE WITH, CAUSE I DO NOT KNOW, BUT IF SOMEONE'S POINTED OUT THAT THERE'S A GAP AND I THINK THAT THERE LIKELY MIGHT BE A GAP AND IF SOMEONE ELSE READS THIS AND SAYS, OH NO, THAT'S COVERED BY THE SO AND SO EFFORT.
AND THEY'LL BE LIKE, IT'S COVERED BY THE AND SO EFFORT.
AND SO IT'S JUST SORT OF A BELT AND SUSPENDERS KIND OF DEAL.
WOULD IT BE BETTER FOR US INSTEAD OF PASSING SOME SORT OF RESOLUTION AT THIS MEETING TO REQUEST A PRESENTATION FROM WHOMEVER THE MOST APPROPRIATE STAFF TO TALK WITH US ABOUT THIS NEXT MEETING, PRESENT FUTURE AGENDA ITEM.
INSTEAD, THAT DEFINITELY COULD BE, UM, BECAUSE IT'S NOT LIKE THIS IS GOING TO HAPPEN IN THE NEXT MONTH, EVEN IF THE CLIMATE PLAN GETS APPROVED, UM, WHAT'S MORE IMPORTANT IS THAT THE AIRPORT, UM, FOLLOW IT AND CONFORM TO ITS SUGGESTIONS.
UM, ANYONE ELSE WANT TO WEIGH IN ON COMFORT LEVEL? LIKE IF THIS IS GOING TO BE FOR A COUNCIL VOTES, IF THERE'S PEOPLE WHO KNOW FOR SURE THAT THEY'RE NOT COMFORTABLE AND IT ONLY NEEDS TO BE TWO, I THINK GIVEN OUR, HOW MANY PEOPLE DO WE HAVE HERE? UM, SEVEN OR EIGHT, LET'S SEE, WE HAVE ONE, TWO, THREE, FOUR, FIVE, SIX, SEVEN, EIGHT.
SO IF THERE'S THREE PEOPLE WHO KNOW THAT THEY ARE UNCOMFORTABLE, AND THIS IS GOING TO FAIL SOMEONE WILLING TO SAY THAT THEY DON'T YET FEEL COMFORTABLE, IT'S NOT THAT I'M UNCOMFORTABLE, BUT I THINK THAT THAT MIGHT BE A BETTER PLAN.
THE ONE CYNTHIA PROPOSED TO ME, I FEEL LIKE IT'S A LITTLE BIT MORE LOGICAL BECAUSE AS I KEEP REREADING THE CLIMATE PLAN, UM, I FIND MORE PLACES WHERE IT COULD WORK AND IT, THE CONSTRUCTION PART ONLY HALF MAKES SENSE TO ME NOW.
UM, BUT I THINK, I THINK THAT FINDING A PATH TO ADDRESS THE AIRPORT MORE SPECIFICALLY, I THINK MIGHT BE MORE IMPACTFUL AND THAT'S A GOOD POINT.
CAUSE THAT'S WHY WE DID PULL IT OUT OF THE OTHERS BECAUSE OUT OF THE OTHER DOCUMENT, BECAUSE IT, IT SEEMS IMPORTANT ENOUGH TO MERIT A OKAY, WELL THEN I'M WILLING TO WITHDRAW MY MOTION.
AND, UM, IF IT SEEMS LIKE THE, THE FEELING IS WE CAN, WE CAN PUT SUNNY AGENDA FOR NEXT TIME OR ASK ABOUT IT IS, YOU KNOW, WHEN THE TIMING WILL WORK OUT, BUT WE HAVE TIME,
[00:55:01]
UM, PARLIAMENTARIAN, WHAT IS THE PROCESS FOR SAYING, UH, I WITHDRAW MY MOTION.DO I JUST SAY I WITHDRAW THE MOTION? GIVE ME A MINUTE.
OR DO I MAKE A MOTION TO TABLE THIS UNTIL NEXT MONTH? WELL, WE DON'T NECESSARILY HAVE DEAF PERSON AVAILABLE.
UM, AND I DO THINK TOO, IF WE GOT SO STAFF UPDATE AND WE WANT TO MAKE SOME RECOMMENDATIONS ABOUT THE AIRPORT AND CLIMATE EQUITY AND SUCH, I THINK IF WE GET A PRESENTATION, WE'LL FEEL MORE EQUIPPED TO DO THAT.
I THINK IT'S A VERY GOOD SUGGESTION.
UM, SO I THINK THAT'S WHERE WE'RE HEADED NOW.
IS THERE ANY BUCKETS I DO JUST WANT TO BE, I HAVE NO FEELING OF THE WAY, LIKE AS HIGH PLACES WEIGH IN HERE, BUT I JUST DO, I DO WANT TO SAY, I WANT TO BE CLEAR THAT THIS IS CURRENTLY SLATED.
THE CLIMATE PLAN UPDATES SPECIFICALLY IS CURRENTLY SLATED TO BE CONSIDERED BY CITY COUNCIL ON NOVEMBER FALLS.
UH, I DON'T BELIEVE Y'ALL ARE SET TO MEET AGAIN UNTIL NOVEMBER 10TH.
UH, SO THAT WOULD BE CUTTING IT VERY CLOSE FOR ANY MORE RECOMMENDATIONS TO BE MADE SPECIFICALLY HOPING THAT COUNCIL WILL CONSIDER THEM.
BUT IF YOU WANT TO, OUTSIDE OF THE CONTEXT OF INFLUENCING THE, IF YOU DON'T WANT TO TAKE UP THIS TOPIC AND LITERATURE, THEN THAT'S FINE.
I JUST WANT TO MAKE, I JUST WANT TO BE CLEAR THAT I DON'T WANT ANYONE TO FEEL THAT THEY WOULD MISS THEY MISSED AN OPPORTUNITY.
WELL, I THINK IT'S A VERY GOOD POINT.
I THINK THAT'S ONE REASON WHY I'M COMFORTABLE MOVING THIS DOWN BECAUSE ALL THIS REALLY ASKS FOR IS THE DISCUSSION FOR HOW THE CLIMATE PLAN GETS INTEGRATED INTO AIRPORT CONSTRUCTION AS OPPOSED TO CHANGING THE CLIMATE PLAN.
UM, SO IT'S NOT A TIME URGENT TO GET YEAH.
THE TIME SENSITIVITY PHASE AROUND THE CLIMATE PLAN.
NO, I THINK HAVING AN AIRPORT DISCUSSION, WE'RE COMMITTED TO THE FUTURE AGENDA ITEM.
WELL, SO I GUESS WHEN WE GET IT FROM KELLY, CAN I JUST SAY I WITHDRAW THIS MOTION? UM, IT'S A COMPLICATED, BUT YEAH, I THINK SO.
UM, YOU ONLY NEED PERMISSION IF THE CHAIR HAS STATED THE MOTION PENDING AND YOU DIDN'T DO THAT, BUT YOU NEVER DO THAT.
UH, I HAVE TO DO A SPECIAL DANCE OR SOMETHING.
EMOTION HAS BEEN STATED BY THE CHAIR.
IT IS THE PROPERTY OF THE MOVER TO WITHDRAW IT.
BUT YOU SAID IT, BUT YOU WERE THE MOVER.
UM, WELL I'M NOT THE PARLIAMENTARIAN, SO I DON'T KNOW SPECIFICALLY WHAT MAGIC WORDS I NEED TO EITHER.
MY INTENTION IS THAT WE NO LONGER DISCUSS THIS SYSTEM.
AND, UM, WE DON'T HAVE ENOUGH INFORMATION.
AND WHAT ARE THE MAGIC WORDS THAT NEED TO SAY TO MAKE THAT HAPPEN? UM, LET'S JUST SAY I WITHDRAW THIS MOTION.
WE'LL PRETEND THAT IT'S IN THE MAGIC WORDS.
[3. STAFF AND COMMITTEE REPORTS]
THAT WOULD MOVE US ONTO THE AGENDA ITEM.UM, STAFF AND COMMITTEE REPORTS.
FIRST ONE ON THERE, THE DOWNTOWN COMMISSION IS ANYBODY WHO IS THAT THESE DAYS, THEY ONLY REALLY TALKED ABOUT THE PUBLIC SAFETY.
I DON'T THINK THERE'S ANYTHING RELATED TO TRANSPORTATION IN THE LAST MEETING, SO, OKAY.
A JOINT SUSTAINABILITY COMMISSION.
OH, UM, I, I COULDN'T ATTEND THE LAST MEETING.
UM, BUT I KNOW THAT THERE WAS A PRESENTATION ON THE INITIAL INVESTMENT OVERVIEW OF PROJECT CONNECT, WHICH, UM, I'M PRETTY SURE WE GOT TO, AND I CAN GIVE A BETTER UPDATE ON THAT WHEN THE MINUTES OF THEM AT THE SEPTEMBER 25TH MEETING COME OUT.
UM, BICYCLE ADVISORY, PEDESTRIAN ADVISORY.
HEY FOLKS, THIS IS EMILY AGAIN.
UM, BOTH OF THOSE GROUPS HOLD THEIR ANNUAL MEMBERSHIP ELECTIONS DURING THEIR OCTOBER MEETINGS.
AND SO THERE AREN'T ANY ACTION ITEMS ON THEIR AGENDAS.
UM, THE TAC MET LAST WEEK AND THE BSU MEETING MEET NEXT WEEK.
UM, AND I ALSO JUST WANTED TO, TO NOTE WHILE I'M HERE.
UM, OBVIOUSLY I'M IN THE PROCESS OF CASEY AND I ARE IN THE PROCESS OF TRANSITIONING LIAISON DUTIES.
AND SO CASEY ALEXANDER AND CHLOE MAXWELL'S REBECCA WILL BE THE STAFF LIAISON TO
[01:00:01]
YOU ALL THE URBAN TRANSPORTATION COMMISSION.JIM DALE WILL STILL BE THE EXECUTIVE LIAISON, BUT, UM, UH, DIFFERENT FOLKS ARE ABSORBING MY PREVIOUS RESPONSIBILITIES AS LIAISON TO THE BIKE AND PEDESTRIAN ADVISORY COUNCILS.
AND SO DURING THESE REGULAR UPDATES, YOU KNOW, I USED TO BE ABLE TO JUST FOR THE MOST PART OFF THE DOME OR REMEMBER WHAT THOSE ONES WERE TALKING ABOUT BECAUSE I WAS ALSO THEIR LIAISON, BUT THAT'S NOT GOING TO BE THE CASE FOR CASEY.
SO I HUMBLY SUGGEST THAT INSTEAD OF PUTTING THAT ON HER TO TRACK DOWN, MAYBE SOME OF Y'ALL VOLUNTEER TO IDENTIFY A BUDDY AT THE BAC OR MACY AND, UM, OR HAVE THEM MAYBE CALL IN, THEY USED TO, THERE NEEDS TO BE MORE OF A HABIT OF PIECE IN ORDER LIKE ATTENDING A PERSON.
AND AT THE BIG T LIKE THEIR UPDATES BEING TAKEN UP AT THE TOP OF THE MEETING, I DON'T HAVE A STRONG PREFERENCE OR RECOMMENDATION EITHER WAY, BUT, UM, THAT'S JUST SOMETHING TO THINK ABOUT MOVING FORWARD FOR FUTURE MEETINGS.
CAUSE I PLAN TO STOP ATTENDING.
WE'LL STILL GET THOSE MINUTES, RIGHT? LIKE, OR SOMEONE WILL SEND THOSE TO UTC.
I READ THOSE AND THOSE ARE VERY HELPFUL.
SO YOU'LL START SEEING THOSE COMING THROUGH FROM ALYSSA GUTIERREZ INSTEAD OF OKAY.
WELL, THANK YOU FOR ALL YOUR WORK IN THE PAST, EMILY AND I, I'M GLAD TO HEAR TODAY WHEN WE'RE OVER AT THE MEETING, WE'LL SEE A BIG ROUND OF APPLAUSE FOR ALL YOUR EFFORTS.
UH, SO MOBILITY COMMITTEE, I WILL GIVE THAT REPORT.
I SHOWED UP AT THE MIDDLE OF MOBILITY COMMITTEE AND GAVE THEM AN UPDATE ON, UH, HEALTHY STREETS, UH, RECOMMENDATION, YOU KNOW, THAT IS BEEN DISCUSSED IN A COUPLE OF SCENARIOS AS EITHER WINDING DOWN OR GOING INTO A NEW PHASE.
AND THERE'S DEFINITELY SOME KERFLUFFLE AS TO WHETHER OR NOT IT'S REALLY WINDING DOWN AND GOING AWAY OR MOVING INTO SOME STAGE WHERE THERE MIGHT BE A LITTLE MORE PLANNING AND IN AN EFFORT TO MAKE IT, UM, MORE PERMANENT.
I THINK THE ANSWER IS PROBABLY SOMEWHERE IN BETWEEN SOME PIECES ARE DEFINITELY GETTING REMOVED AND HAVE ALREADY BEEN REMOVED, BUT THERE IS CERTAINLY EFFORT TO FIGURE OUT HOW TO, UM, KEEP PORTIONS OF IT GOING AND TAKE THE LEARNINGS FROM THE PILOT.
BUT THERE WAS NO SPECIFIC FEEDBACK I COULD GIVE THAT SAID HERE'S WHAT THEY DECIDED.
UM, THERE WAS A, I THINK IT'S GOING TO BE A REGULAR, UH, EVENT WHERE I GO, OR MAYBE SOME TIMES SUSAN SUFFERS, IF YOU WANT TO GO AS VICE CHAIR AND GIVE UPDATES, UM, THEY SEEM VERY OPEN TO THAT.
UM, SPEAKING OF, DO YOU WANT TO GET A PROJECT CONNECT A BIT? SURE.
UM, PROJECT CONNECT, AMBASSADOR NETWORK MET W UM, THURSDAY LAST WEEK, I THINK.
AND SO, UM, THEY, IT WAS A LOT ABOUT LIKE HOW TO TALK ABOUT PROJECT CONNECT, LIKE HOW TO GIVE PUBLIC SPEAKING AND BE FACTUAL AND, UM, UH, PRESENT THE INFORMATION ACCURATELY IN DIFFERENT RESOURCES.
SO IF ANY OF Y'ALL ARE LOOKING FOR, YOU KNOW, PRESENTING FACTUAL, TRUTHFUL INFORMATION, THERE'S A LOT OF INFORMATION MISINFORMATION CIRCULATING OUT THERE, I SHOULD SAY RIGHT NOW.
SO IF ANY OF YOU EVER LOOKING FOR SOME RESOURCES TO TALK TO THE COMMUNITY, YOU KNOW, FEEL FREE TO LET ME KNOW, I CAN, I CAN HELP YOU GET CONNECTED TO ACCURATE INFORMATION.
AND, UM, THAT I THINK IS REALLY PROMISING INFORMATION.
SO HOPEFULLY WE'LL BE ABLE TO STILL CONTINUE TO KEEP DISCUSSING THIS AT OUR NEXT MEETING AFTER THE YEAH.
UM, SUSAN, CAN YOU JUST MAYBE EMAIL THAT AROUND OR IS THAT TOO MUCH? NO, I'D BE HAPPY TO DO THAT.
THERE'S SOME REALLY GREAT, UM, GRAPHICS AND VIDEOS ABOUT SORT OF THE TAX IMPACT AND FUNDING AND DIFFERENT THINGS THAT, UM, UH, I THINK GREG DENALI HAS RECORDED A REALLY HELPFUL YOUTUBE VIDEO THAT EXPLAINS WHERE THE FUNDING AND THAT'S BEEN REALLY HELPFUL TO PEOPLE I'VE SENT THAT TO, UM, YOU KNOW, LIKE UNDERSTANDING BETTER.
WHAT IS IT, TAX ROLLBACK, ELECTION, YOU KNOW, LIKE UNDERSTANDING THIS, THE WHOLE MECHANISM OF IT A LITTLE BIT BETTER.
SO YEAH, IT'S IN THIS DOCUMENT, WHICH HAS BEEN CIRCULATING ON TWITTER AS THIS, A GOOD ONE, WHICH BREAKS DOWN HOW THE TAX IS ACTUALLY WORK AND REPRESENTED.
I ACTUALLY HAVE IT ON MY PHONE SO I CAN SHOW IT TO PEOPLE.
SO, UM, YEAH, THERE'S A LOT OF LIKE 25% TAX INCREASE.
WELL, YOU KNOW, THAT GRAPHIC KIND OF SAT DOWN LIKE WHAT IS REALLY THE TAX IMPACT FOR THE AVERAGE PERSON.
SO, UM, THAT'S, THAT'S HELPFUL.
SO I'D BE HAPPY TO SHARE THAT OUT, UM, WITH FOLKS.
I THINK THAT WOULD BE, I THINK THAT'D BE USEFUL.
THOSE ARE THE COMMITTEE REPORTS.
[4. FUTURE AGENDA ITEMS]
SO WE ARE NOW ONTO FUTURE AGENDA ITEMS. UM, I THINK DEFINITELY THE AIRPORT WOULD BE WORTHWHILE, UM, PROJECT CONNECT.SO THAT'S OBVIOUSLY ON THE PROP AND PROP B, IF THEY PASS, I THINK IT'S BY TOO EARLY NEXT TIME TO UNDERSTAND WHAT THOSE IMPACTS ARE.
UM, BUT SO MAYBE THAT'S DECEMBER OR SO JUST SOME SORT OF ORDER THE NEXT STEPS.
IF IT, IF IT, IF IT, IF IT GOES, IT DOESN'T
[01:05:01]
GO, I AM JUST LEAVING TOWN.I'D STILL, I STILL HAVE THE IDEA THAT I WOULD LIKE TO GET AN UPDATE FROM THE QUARTER PROGRAM OFFICE ABOUT THE 2016 MOBILITY BONDS.
IT'S BEEN A LITTLE WHILE SINCE WE HAD ONE FROM THEM.
AND SPECIFICALLY I'M STILL, I'M A LITTLE WORRIED ABOUT BURNET ROAD, A QUARTER PLAN.
I MEANT TO GET IT ON THIS AGENDA THIS MONTH AND I DIDN'T, BUT I AM GOING TO TRY TO DO MY REQUEST TONIGHT.
SO, UM, UH, SO THAT WE CAN PLAN FOR THAT, BUT I DON'T KNOW IF THAT'LL BE NEXT MONTH OR, OR MORE WHEN, WHENEVER WE CAN GET A STAFF MEMBER TO COME.
BUT, UM, I THINK IT'S FLEXIBLE ON TIME A LITTLE BIT, AND I'LL TAKE A CHANCE TO JUST EMPHASIZE THAT.
EVEN IF, EVEN THOUGH IT'S A LEGIT WAY TO PUT THINGS ON AN AGENDA JUST TO VERBALLY STATE IT HERE AND GET A SECOND, IT IS VERY HELPFUL FOR THE STAFF LIAISON TO GET A WRITTEN CONFIRMATION SPECIFICALLY INFORMATION THAT I LAY OUT IN THE VARIOUS FIELDS THAT I PUT IN MY LITTLE TEMPLATE THAT I SENT AROUND, BUT I USED TO SEND AROUND EVERY MONTH, THAT CASE THAT JUST REALLY ABLE TO HELP, IF YOU ALL STAY CONSISTENT ABOUT GETTING THAT OUT, GETTING HER THAT INFORMATION IN WRITING, THAT'S REALLY GOING TO HELP HER BE SET UP FOR SUCCESS TO GET SPEAKERS ALIGNED IN TIME.
CAUSE IT JUST, IT JUST PUTS ALL THE INFORMATION IN ONE PLACE THAT THE SPEAKERS ARE GONNA, THAT ARE BEING REQUESTED TO, TO ATTEND ARE GOING TO ASK ANYWAY.
SO IT JUST HELPS FACILITATE AND LOCK IN THOSE DATES FASTER.
SO, AND IT WAS A LITTLE BIT OF EFFORT ON YOUR END.
UM, BUT I WOULD JUST REALLY APPRECIATE IT.
UM, IF YOU WOULD, BECAUSE THIS ISN'T ABOUT THAT PER GIRL CAN BE, THAT'S A VERY GOOD REMINDER.
UM, IT HAS BEEN TAKEN CARE OF US AND DOING PROBABLY MORE THAN HER FAIR SHARE AND MAKING SURE THAT THINGS ARE THERE AND TEXTING, SORRY, I KNOCKED UP, I KNOCK OFF MY CORD.
SO FUTURE AGENDA ITEMS, THERE'S A COUPLE OF THINGS THROWN OUT THERE.
IF YOU HAVE OTHER ITEMS, LET'S DISCUSS THEM REAL QUICK, BUT DON'T FORGET.
WE NEED TO DO IT IN WRITING AS A TEMPLATED FORM, JUST A HEADS UP.
I BELIEVE YOU WILL ALSO NEED TO, UM, UH, CASEY WAS EDITOR.
I HAVEN'T SEEN THIS, BUT CASEY WAS SENT A NOTICE BY THE CITY CLERK'S OFFICE MOVING, UH Y'ALL TO ADOPT A 20, 21 MEETINGS.
UM, SO I'LL WORK WITH HER TO DRAFT THAT, BUT JUST THAT'S COMING UP.
SO THAT'S SOMETHING TO THINK ABOUT.
IT SHOULD BE ON YOUR NOVEMBER.
UM, IF THERE ARE NO MORE DISCUSSIONS OF FUTURE AGENDA ITEMS, WE CAN DO AN ADJOURNMENT NO MORE HEIGHTENS.
WELL, BEFORE WE ADJOURN, I REALLY DO WANT TO SAY SERIOUSLY AND SINCERELY, AND IT'S BEEN AWESOME THAT FROM IT WOULD HAVE BEEN WAY MORE DIFFICULT.
UH, AND YOU KNOW, I AM NOT A SUPER DETAILED ORIENTED GUY MUCH OF THE TIME.
SO I WOULD LET THINGS SLIP THROUGH THE CRACKS AND PEOPLE, LET ME, SO THANKS FOR NOT LETTING ME, UH, LET THOSE SLIP, THEN YOU CAN MAKE THIS THING MOVE FORWARD.
I'VE REALLY ENJOYED WORKING WITH YOU ALL AND I'LL BE AROUND.
UM, NO OTHER ITEMS CONSENT TO ADJOURN AND I SEE SOME NODDING HEADS.
STANDING AROUND HIS MOUSE, GOT TWO CARS.
THERE'S BEEN SOME MYSTERY TO HIM, THE WOMAN AND THE MAN.
